Monitoring involves the systematic collection and treatment of data about public transport. Monitoring reports are an important input-resource for transit authorities that allows them to manage their public transport concessions operated by transport companies. With the information from the monitor the authorities get a clear image of the operating quality of the public transport system in their area and can intervene if necessary.

In the process of setting up a monitoring system there are two phases. The first phase involves the initial set-up of the system. First there has to be an assessment of which data is needed (in relation to the concession involved), where it can be obtained (e.g. a national data centre, the transport company itself or additional field research) and how the data collection and processing can take place.

The second phase includes the implementation of this plan. The data must be obtained, processed and analyzed. After this it serves as input for the authorities in managing the concession. With the information acquired the authorities can address bottlenecks and engage talks with the transport company, proceed with penalty settlements or prepare future tenders.
